Left click "start", then "All Programs". Is there a way to customize this
list? I would like to group several of the programs in the list into one
new folder.

Second question. Right click "start", then click "Open". The "Programs
Folder" has only a few of my programs. What controls what programs are
included in this folder? Can it be customized?

You can customize the folder contents(all programs list) by doing your
second question you posted and then just create new folders and putting
whatever program shortcuts in it you like. It works just like any other
folder.

Some of the programs are listed under the all users start menu folder. You
can customize this as well, the same way. Create new folders and copy and
paste or drag things around. It works just like any other folder. (right
click on start menu, explore all users, brings you directly to the all users
folder).

What you see there are those programs that are only on your personal
menu. Most will be seen in a r-click on Start and 'Open All Users'.
What you see is the sum of the two. Make folders in either of the
Programs folders in those views, and move shortcuts around. You can
make fine adjustments (order especially) by dragging direct on the
displayed menus
