All Programs on Start menu is empty

Several people in our office have everything in the All
Programs portion of the start menu missing today. Anyone
else have this problem? And how do I get them back?

These are just shortcut files located in these user's profile. What
changed from yesterday (when presumably they worked) to today? When you
look in Explorer, are these short cuts there? Could someone have deleted
these files? It's unlikely they disappear ontheir own. Are they on the
backup tapes from last night to restore?
