All my icons are gone

My mother got a new computer for Christmas. Unfortunately it was bought by a
sibling from a reseller and has no warranty. We have had one problem after
another with it, but now, when we turn it on we get a screen with her wall
paper, and nothing else, no icons, no start button, nothing. I have tried
right clicking the mouse, but get nothing. Likewise the Windows button
(between Ctrl and Alt). I would like to reinstall Windows, but can't find
the disks that came with it (as different people have tried to work with it,
they have been misplaced).

Does anyone know what I can do short of reinstalling Windows. And is it OK
if I reinstall Windows using the reinstallation disk that came with my
computer?
 
Purchase a new copy of Windows XP Home Edition
and perform a "Clean Install". You cannot use the
the reinstallation CD that came with YOUR computer!

When Microsoft stops treating its customers as thieves, I might consider
running Windoze again. Of course, I wouldn't allow it to access the
Internet. Windoze has no place on the Internet.

I have posted in two other groups with this exact same issue and need
some further discussion. Vicki, just to make sure we are on the same
page...I'm working on a Dell Dimension 01-02 Service Tag HP3QT21. It throws
keyboard errors when failing to boot past the wallpaper. I can't get to the
start button, taskbar, or tray. I can enter the BIOS but no keyboard
functionality to save & exit, therefore I have to hard reset to get out of
the BIOS. I cannot F8 to get the boot menu to go to the most recent working
configuration.
The Dell site suggests to shutdown, unplug, remove the CMOS battery,
push and hold the power button to drain residual power, install a new CMOS
battery, plug up, boot up, and let the system re-recognize all the hardware.
I have worked on other Dells that have had other port problems that had
to be worked around...NIC ports for example.
I don't want to reinstall. It's a last resort. Anyone.
