all mail ends up in junk box in outlook 2003

One of my customers receives all mail in the junk account. We went
through all of the settings that I could find and any changes doesn't
fix the problem. Has anyone else experienced this problem and found a
solution?

Disable all junk mail settings (tools, options, junk email) then all rules
(tools, rules wizard). Enable one rule at a time and verify it works
correctly before enabling another.
