all audio skips, new motherboard, soundcard

all forms of audio and sound "skip" on my machine. company
replaced motherboard (on-board audio) and I have tried
sound card. Company says it is drivers and I need to re-
install XP. Is this true?

if it is true, do I have to format the hard drive first or
just use the recovery CD?
I have already tried to format the drive, but XP won't let
me do it, need a tip.

could be true, but you didn't identify your Mboard/
PC brand/ and/or on board audio chipset, so more
specific info impossible.

I wouldn't worry about reinstalling XP right now, but check your sound card
or onboard sound drivers and see if they're updated.

Not necessarily. Skipping audio "may" be caused by just too much going
on at the same time for the hardware you have. For example, I used to
come across PCs that when windows booted up the MS "music" would skip as
the pc was also, at the same time, loading tons of un-needed background
apps. Generally this happened on pcs with inadequate ram and/or cpu
power for the setup the user had.

In other words, your cpu can only do one thing at a time. Tho of course
it rapidly swaps/changes tasks.
 
It is a PowerSPec (Microcenter brand), The MB is FIC VI-
39L; onboard audio is SiS 962L
