I'm trying to create a table in a Powerpoint presentation that
contains a simple up or down block arrow in each cell. However, I'm
having difficulty aligning the arrows in any given column or row, as
well as within their given cell. Thanks for any suggestions.

I would probably skip the actual Table layout/Table object and just fake it
using the arrows and the alignment tools on the Drawing toolbar. (Hit the
Draw button, then click on Align or Distribute to get those tools. You can
drag that little flyout toolbar off of its dock and drop it anywhere on your
workspace so that it's always available while you work on this stuff. When
you're finished, hit the X to close it.)
