Aggravating Outlook popup

I have Outlook 2003 on WinXP SP2. I have Outlook configured for a number of
POP3 accounts, and one of the servers is not very reliable. Whenever the
server is unavailable, Outlook pops up the aggravating "Enter Network
Password" dialog.

This popup steal input focus, is an always on-top window, and is pointless
since the account/password is not the problem. Is there any way to prevent
this popup?

This seems to be an Outlook FAQ, but I haven't found any answers. Maybe I'll
have to build a popup blocker for Outlook since it is by far the worst popup
offender on my system.
 
Did you ever figure this out. I need a solution to this problem. Isn't
Microsoft doing anything about it?

I had the same problem and I solved it with the help of Actual Window
Manager from http://www.ActualTools.com/windowmanager/

Actual Window Manager has many helpful features to manage windows,
such as Minimize to Tray, Stay on Top, Make Transparent options and
others.

But in this case you need to use the "Close window automatically"
option for "Enter Network Password" dialog window.

Please, install Actual Window Manager and run it. I next time then the
"Enter Network Password" dialog appears make right click on its
caption and choose the new "Create Window Rule" command from system
window menu.

The new rule will be created automatically in Actual Window Manager
for "Enter Network Password" window. All that you need to do is check
the Window Caption option, select Window Ations tab and check the
"Close window automatically" action.

After that the "Enter Network Password" won't disturb you.
