After Restore I have no Task Bar

I had to restore the computer, now the only thing on the desktop is the recyle bin icon. If I go into Control Panel the taskbar/start menu won't open. There is just alittle flash of the hourglass and then nothing.
I tried going to the Kelly website but that doesn't work either, any ideas? I'm running Windoew XP on an e machine T2245.

How can I start Windows in safe mode if I have no way to reboot the computer? I have to turn off the power and then turn it back on. I don't have a START to click on to be able to select restart computer to do a clean boot.
 
I was rereading the info on 318027-taskbar missing when you log on to Windows and method 3 repair windows is not an option because 315341 says not to perform an inplace upgrade if you used a system restore to to restore the computer. Windows XP can installed on the computer and I don't have a CD for windows xp for the e machine. I do have a CD for my gateway, but I assume they aren't interchangable.

Same thing.

Press F8 as the PC boots, (regardless of whether you got there from Restart
or power-on)

Some more things to consider -



Press Control+Alt+Delete keys, (The dialog box for Windows Task Manager opens)
Select the File menu, then New Task (Run), (The dialog box for Create New Task
opens)
Type in “Explorer†(without the quotes)
Press OK button.
Hopefully Windows Explorer restarts with the Taskbar and Start button.

Is it possible you have spyware/malware -

Your taskbar and desktop icons disappeared?? you can control your computer ONLY
with the task Manager??
dynamic desktop media it's an adware!!
See if you have this task running:-
1) end following process: sysu.exe
2)delete following folder: C:\Programs\ddm

First I want to thank everyone who is helping me resolve this problem. This is what I have done and so far nothing has worked:
Microsoft Article 318027 - I followed the insturctions for a soft book using article 310353 and that doesn't work.
Then I tried to create a new account, but when I get to the computer management I don't have a local users and groups to expand.
I don't have a windows xp cd to try method 3 - repair windows xp. It came installed on the computer and the only discs I have are the ones I used to retore the computer -
I've tried all the suggestions that you all have given me.
I did the restore because I had some major issues with it not running progams - mainly games since my son uses that computer - and not being able to restore it to a past date.
Am I going to be better off taking it someplace to have it looked at?
 
It's working!! In desperation I used the Windows XP disc from my Gateway and reinstalled windows on the emachine. It didn't go real smooth and had to try things a couple of times, but I do have a task bar and hopefully will be back in business soon.
