after latest securtiy update quicklaunch is gone

I installed the latest patches for windows XP pro and I
have no quick launch. If I select the toolbar->Toolbars-
Quick launch it goes the error "canot create toolbar".

The quicklaunch toolbar is present in the admistrator
account.

toolbar->properties->show quick launch does not work
either.

It also looks like I don't have my pasport password
working any longer.

This behavior can occur if the Quick Launch folder has been deleted. To
resolve this issue, recreate the Quick Launch folder.
Create a folder named Quick Launch at the following location:

Windows Explorer\Documents and Settings\User Name\Application
Data\Microsoft\Internet Explorer\Quick Launch

tried deleting and creating a new one, same symptoms!
