After dial up, programs will not start

After I dial up, IE and all other programs will not start for about five minutes. Then, all at once, every program I had tried to start will open. Before dialing up, everything works fine. So the problem definitely has something to do with dialing up. I've tried stopping all start-up and other unnecessary processes. I've run up-to-date Norton antivirus. Ad-Aware. Norton System Doctor. Etc. No problems are detected by any of these. If anyone has an idea about this, I am MUCH appreciative!!!! Thanks, Dan D.

I had a similar problem and uninstalling and reinstalling my AV software
took care of the problem. It happened not long after one of the MS critical
updates. I don't remember which one it was. I had the problem on two
identical systems, one running Norton and the other running AVG. The fix
worked on both systems.
