Advertising/evaluation in hiring an Access/SQL programmers

My small company (10 employees) is looking for a professional developer
experienced in Access/SQL Server to develop an application.

1. If I wanted to advertise this position/contract so that I would attract
responses from experienced and qualified Access/SQL Server developers, what
avenues would you suggest I explore? Where do you look?

2. Can you offer any suggestions/advice/examples of ways to help evaluate
the quality of respondents? Any resources/links that might help?
Questions/tests which might help weed out the pros from the pretenders? What
do you wish prospective clients would ask you?

3. Also, any suggestions of places I might find samples of job
offers/requests for bids that might help me in designing the actual job ad?
What would attract your attention or what kind of information would you want
to see in such an ad, or in the job description?

I would try a local News Paper job site or even Monster.com. You will be
flooded with resumes by the next day. As for verification of knowledge I
would like to see the age of “Portfolios†come back. During the interview
process have them “Show proof†that they can use the application either by
showing a CD of examples or creation from scratch. Take me for example. I
work for a very large company (500 people in my department) and write very
complex Access Databases and am trying to get a job closer to my wife’s
family in Colorado. I can’t seem to even get an interview because of the
internet flood of resumes. If asked during an interview I would be more than
happy to sit and create from scratch a database or bring a disk with examples
of other more complex databases.

Back to your issue, you should also look into using a contracted individual
through a web service that for a given price will create a DB then revise for
a predetermined hourly wage. Hope this helps.

I remember when I applied for my present position, the interviewer (now my
boss) mentioned the word 'test'. I immediately responded that I would be
delighted to do a test, at which point he admitted that he would have no
idea how to set one. My guess would be that at least 90% of interviewers
would be in the same situation, unfortunately.

When I last applied for a "job" (I'm now self-employed and much
happier <g>), I was team-interviewed by the whole company (all three
employees). I was handed a writing pad and asked to design the ERD for
a school-enrollment application. I sketched it out while answering
questions unrelated to the test. I did get the job...
