I have a laptop that has an error when logging into the
system as administrator. The system reports that the
profile is damaged.

Is there a way to recreate the administrator user?

The person uses admin to administrate the system and his
user account is set at poweruser.

Thanks
David

http://support.microsoft.com/?kbid=811151 describes how to copy a user
profile from one that has a damaged registry hive to a new profile.

Pay no attention to the misleading title. This article is only for
repairing a damaged user registry hive, it is not for a general copying
procedure. To copy a healthy profile, use the User Profile tool in the
System control panel.
