Windows XP Home Ed.
Control Alt Delete used to bring me the Task Manager. It
now gives me a message "Task manager has been disabled by
the Administrator". I am the sole user and administrator
(User accounts).
I created a new account and gave it administation status
and CAD worked there to bring up the Task Man.
Why doesn't it work in my normal working account?
 
See www.dougknox.com, Win XP Utilities, Windows XP Security Console. You can control this restriction, and many others with this utility. You may also want to update your AV software and re-scan your system and check for "spyware" as well.
