Administrator VS User account

I know how to give a USER account full rights to the NTFS system and how to
give them full rights to the complete registry but there is still something
missing. Is there something else I can control to give a USER account the
same usuablity as the admin account without making them a member of the
ADMINISTRATOR's group.

Reason I have an application(s) that will only function if the user is part
of the ADMINISTRATOR'S group. I have created a special group and given that
group full rights to all the above but still kept them a USER and still I
cannot get the application to work. There is something else that exist and
I need to know what it is so I can learn how to tweak it for my applications
as I have with the registry permissions and NTFS permissions. Please help!
 
Ok for anyone's information I have found that the Local Security Policy also
has things that need to be set. To make a user a total Admin without giving
rights.

I also want to say I have fixed my application problem. It was with Oracle
9i client and a folder that wouldn't inherit rights needed rights added.
