Administrator Folder under c:\documents and Settings

I noticed that some Windows XP systems have an Administrator Folder under
c:\documents and Settings\ and others do not.

I had a few questions regarding this:
1. Do you guys know why is it that some have the Administrator Folder and
others don't?

2. Does it make a different in your system?

3. Is there a preference If you should have an Administrator Folder or not?
Does it matter in terms of system stability?

The folders are only created when the account is logged into. If The
Administrator Account has never been used, then there won't be any folders.
2. Does it make a different in your system?
No


3. Is there a preference If you should have an Administrator Folder
or not? Does it matter in terms of system stability?
