Administrator Capabilities

My question is pretty simple so I hope there is a simple
answer...I am the administrator on my computer and I have
two users that are limited. I was under the impression
that by being an administrator I could access any and all
of their protected folders/files. However when I tried to
access a locked folder, I was denied access. How do I
override that?
 
When I go to folder properties, there is no Security tab.
Is there any other way to Take Ownership?

Windows XP Home or Pro?

You need to be using NTFS and not FAT32 file system.
To check:
Open My Computer, Right click C drive, click Properties.
What does it say by "File System"?
