Administrator can't adminstrate

A friend of mine has a machine running Windows XP, and
even when logged in on an account with adminitrative
rights, he can not do administrative tasks - in this
case, change his network settings. He gets a message
indicating that he needs administrative rights to do so.

Any ideas?

If he has admin rights then I would suggest creating a
new account using: start, run, "control userpasswords2",
and create either an admin account or, Other: Network
Configuration Operators.
 
I am having the same problems and your instructions don't
work. I get the message that I have to have
administrator's rights. This is very frustrating because
I have two weeks worth of work I can't get to because not
only have I lost my administrator's rights, the system
does not recognize my username or password which I am
setup as the administrator.

I am deparate for some help.
