Administrator account has access restrictions

Hi there

I'm trying to go into Internet Options in IE, but when I do, it says:

"This operation has been cancelled due to restrictions in effect on this
computer. Please contact your system administrator".

I am the SysAdmin, and I have no idea what's going on. The account
logged in is an ADMINISTRATOR, and I've taken over from a guy that knew
even less than me [scary].

How can I fix this so I can enable the user's internet proxy?
I can't get into INTERNET OPTIONS!

You probably have Spybot S&D installed with its restriction settings being
responsible for that.

Look through Spybot's settings and remove the IE restrictions or access
Internet Options via the Control Panel.

I don't know why, but when I searched for replies, I didn't see any, and
on top of that, in a newsgroup, should my mail program [in this case,
thunderbird] alert me to new replies? Because if it's supposed to, it
doesn't...?
