Administrator ability to retrieve other users' passwords

I need to know if the "administrator" of Windows XP Home
Edition has the ability to access the passwords of other
user accounts who are limited accounts, but password
protected. Basically, it's my computer, and I want to be
able to log in on other users of my computer without
their knowledge. Thank you

By design, you can not determine their password.
As an Administrator, you can change,delete or add a password.
Of course they will know the password has been changed.
You could set the password for them and then set it so they can not
change their passwords.
This way you and they know you have access and may access at any time.

You can also access their data from your account.
 
You can set limited user data as private, so that an administrator can
only access the data if she "takes ownership" of the limited user's
profile folders. You can audit the file system to log any taking of
ownership. As Jupiter says, admins can only change, not read, passwords.
