My administrative tools folder is empty. Any way to restore without complete
re-install?

Just recreate them?

%SystemRoot%\system32\odbcad32.exe --> Data Sources (ODBC)
%SystemRoot%\system32\eventvwr.msc /s --> Event Viewer
%SystemRoot%\System32\inetsrv\iis.msc --> Internet Information Services
(IIS)
%SystemRoot%\system32\secpol.msc /s --> Local Security Policy
%SystemRoot%\system32\perfmon.msc /s --> Performance
%SystemRoot%\system32\services.msc /s --> Services
