Administrative Temp doesn't apply

When I set a group policy administrative template for the
user to disable context menus on the task bar, it does not
prevent users from right clicking and getting to windows
Explorer. Users are forbidden to look at properties on
the drop down, but they can still explore (browse) the
entire network.

I'm suspicious I may have a messed up default user
profile, but I don't know what comes from the default and
what comes from policy.

Other policy stuff is working fine.
 
That policy only disables the context menu of the taskbar,
not context menus within the Start menu
 
So how do I disable access to explorer on the rightclick
of START????

My autoupdates policy is not working either. It's
demanding that an administrator be logged in.
 
Group policies are no longer reaching the users. I had
created a unique user and followed the MS directions for
copying that users profile to the default user. Seemed to
work fine, and then I discovered that my users had rights
to Explorer and were not receiving group policies. Now
I'm clueless how to get back on track.
