Administrative rights not working

I frequently run into the following error message when
trying to install software on other XP Home edition
accounts on the computer:

"Error - You do not have access to make the required
configuration modifications. Please rerun this
installation from an administrators account"

All of the accounts on this computer are set up
as "Administrators" and not "Limited".

I'm currently trying to install a Pop-Up stopper program
that is XP compatible but the only account that it will
work on is the original one used to install it. This
softwares installation tips says to download and install
separately on each account. However, when I do this the
install halts and I get the error above. I've used
the "Run As" function with the original account name
which works temporarily until the account is logged off
but then the install is gone the next time the account is
logged on....

Please help
 
They have to be installed when the administrator is logged
in. There can only be ONE administrator on XP, though
anyone can have administrative "privileges", they are
still limited, such as installing software.

Only extremely flaky software. I never install =anything= as
'Administrator', I use another admin account, and everything works just
dandy. I suggest the OP dumps this program and gets one that works right
- there are plenty to choose from.
