I am the only user of my computer but from time to time,
especially when trying to backup files to CD, I get the
message "you do not have permission......" How do I
solve this problem.....how do I "get" permission?

For backup/restore operations make the account you are
using a member of the Backup Operators group, or grant
it the user rights to backup (and restore).
If an account does not have an NTFS grant to it, even if it
is an admin, then it does not have permissions to access that
NTFS object. Hence, running backup as an admin can give
access denied for example when trying to access some other
account's private profile.

Greetings:

Log on as Administrator and design your Managment Console from where you can
apply security and or permission rights to any drive, folder, file, etc.

How to do: Command prompt or Start\Run\type mmc enter\file menu\add or
remove complement\add\Removable Storage Device\add & close\accept\
go to Device Properties\Security\to apply rights to user\add\advanced\search
now\select your_user_name\accept\accept\select your_user_name, allow full
security rights\.... to exit.. File Menu\Save or Save As\exit\save security
templates? Yes...

If that does'nt do it, add "Security Templates" > file menu\add or remove
complement\add\Security Templates\add & close\accept\in Security Templates
look for file system folder\right click\add file\select CD-RW\accept\to
apply rights to user\add\advanced\search now\select
your_user_name\accept\accept\select your_user_name, on allow tick on all
rights\.... to exit.. File Menu\Save or Save As\exit\save security
templates?
Yes...

Hope this helps.
