Admin users losing priviliges

I have recently purchased a new HP laptop with XP Pro pre installed. I have
set up three user accounts and made them all admin users. The problem I am
having is that when the first user logs on they seem to lose their admin
privileges.
For example: They cannot access any site which has secure access (the small
padlock symbol), also Norton Internet Security will not load on start up and
when trying to launch it manually it is turned off and will not turn on -
giving a message that only a supervisor can take the necessary action.

All this is fixed by logging off and logging on again as another user or
simply switching users. I have tried deleting users and setting up again but
this makes no difference.

Can anybody help?

Also ... recommend you NOT give all users admin rights unless you have
to. Access to these secure sites is controlled by admin rights to the
machine. At most, make them "power users". Save the admin rights for
admininstration (installing software, etc.).

Thanks for the info. Unfortunately followed all instruction right down to
deleting user but there is no difference.

It seems that it is more of a general windows problem rather than user
specific. As I said it always happens to the first user to log on. It is as
though part of Windows hasn't fully loaded. I note that the 'greeting' tune
happens instantly with the second person to log in but is considerably
delayed with the first person.

After logging off the first user can log on again and achieve full access.

Have you any other suggestions?
