Admin restrictions

I've been having a problem with my Windows XP (pro) where
my admin account woould be restricted if I go to System-
Device Manager; bringing up an error that
says "mmc.exe, Windows cannot acess the specific device,
path, or file. You may not have the appropriate
permissions to access the item." Furthermore, the "user
account"control panel item will fail to open; it won't
give me window or an error message, the screen will stay
the same. I've tried to unadmin my self in safe mode,
which in safe mode, i can log on to administrator and
change things, but when i log on to mine, it will not,
although i'm set as administrator by default. Is this a
virus??
 
possibly - search how many *.exe files you have on your
system. i recently fixed a machine were a virus had tried
to delete all exes, there were only about 20 were left. on
a average xp system there should be about 400+ exes. are
you running up-to-date anti-virus? have you tried checking
with windows file protection? -> start -> run -> cmd ->
c:\>sfc /scannow [enter] - you will probably need the oem
cd for this process.
 
But at the same time, i can still open the device manager
in safe mode under administrator!
