Admin password

Accidently deleted admin account now I cannot run certain programs which
involve the C drive, how can I bypass the admin securities and start over?

You cannot delete the administrator account.
You can delete other accounts that had administrative privileges.

Boot into Safe Mode, log in as the user "administrator" (try using no
password - leave that field blank) and raise the privilege level of another
user to "Administrator".
