ADMIN BLOCKED DISPLAY PREFRENCES

I HAVE AN ADMINISTRATERS ACCOUNT, AND WHEN I TRY TO CHANGE MY DESKTOP THEME OR WALLPAPER IT SAYS THAT THE ADMINISTRATOR HAS BLOCKED THIS. HOW DO I FIX IT?
 
These configurations are applied by GPO. Exists a GPO indicating that all the computer accounts must have this configuration of Desktop. It tries to only incapacitate this configuration for its station.

You can't if you are on a domain and you are not the systems
administrator. If it is seriously important to you that you change your
desktop picture, ask your systems administrator about this.
