Is there a setting or registry edit that allow you to speed up the display
of tooltips and/or balloons?

I forgot this one, you can change the tooltips/balloon tips putrid color
also.

Right click Desktop | Properties | Appearances tab |
Advanced button | Item: Tooltip |
Color 1: is the back ground color
Color: is the font color
