address book - pab to wab

I have Outlook Express on my computer. I have a saved .pab file on a
floppy disk. I want to import this .pab file into Outlook Express bu the
import tool doesn't import it.
So how can I convert .pab to .wab?
 
You would need to install (or have access to) Microsoft Outlook, configure a
profile that uses the personal address (.pab), then do the import from the
Windows Address Book.
