Address Bar disapears

When I open Windows Explorer the Address Bar is missing

I unlock the toolbar and put the Address Bar back where I want it and then lock the toolbar again

The Address Bar stays where I want it until I log out. When I log back in, the Address Bar is gone again and I have to go through the process again

Is there anyone that knows what Recommended Update will how to keep the Address Bar from being removed. All Critical Updates have been done

System Configuratio
HP Pavilion a420n running Windows XP Home SP
