Additional Keyboard

We are on a Windows 2000/2003 domain. Is there a way to have a secondary
keyboard be available for each user that logs on to the computer instead of
having to define for each new user that logs in? Can this be done via group
policies?

Can you clarify what you mean?

Do you mean where you have an English (primary) keyboard and a Greek
(secondary) keyboard - as described here
