adding to the control panel

I just noticed that there doesnt seem to be a way to add a program to the
control panel list, can this be done? Theres quite a few programs that are
not on the list so I dont see how this happens anyway?
 
Control Panel is not for "general" programs to be listed there. This is for
"essential" Windows XP configuration "controls".

You need to look at "All Programs".

Do you mean adding programs to the Add or Remove Programs list?

What control panel list?

If you're talking the Add/Remove Programs list: a program's install
routine is supposed to make an entry in the registry giving its name
and the location of its uninstall routine. When you start the
Add/Remove Programs applet, it simply reads this list and shows you
what it found. If the install routine didn't add its name and
uninstall routine to the list in the registry, the program won't
appear in Add/Remove.
