I have Outlook 2003 running on XP (without SP2). Everything works fine, but
it will not allow me to add to the contacts list using the Tools-->Address
Book dialog box. I can add contacts by using File-->New-->Contact, and I can
add contacts by right clicking on the email return address and choosing Add
to Outlook Contacts.

So, it's not a big deal, but I am curious...

If you have a contacts folder selected in the address book, you can add
contacts using the Address book's New button or File, New entry.

What error do you get?

Hmmm - I seem to have two copies of "Personal Folders". One shows at the top
of my Folder List, the oher way down at the bottom, after my Archive file
list.
Naturally, Outlook won't let me delete anything called "Personal Folders"...
Maybe if I can get rid of this second copy, my Contacts problem will go
away. And yes, I have two Address books on the list, both of them are called
"Contacts". One has entries, the other does not. I don't dare to remove one,
because I have no way of telling which is which.

You can easily remove an invalid reference to a Contacts Folder, but you
have more problems than just that.
If you are unable to R click and "Close" the second set pf Personal Folders,
then you have a corrupt profile as well, probably from the way you migrated
your Outlook Data.
If that is the case, you must create a new profile from scratch and
configure it to use your PST file. Your address book problems will also then
be fixed.
