I did, as you suggest, connect a computer to an open port and it plays
- partially. I can access the interent with both computers but one
computer does not see the other. Both computers "Computer Name" were
compared and they share the same workgroup name. That is why I am
asking my question.

You asked about Internet access so that was the answer I gave you.
However, what you are *really* asking about is file and printer
sharing. The workgroup name is irrelevant; Windows machines do not need
to be in the same workgroup to share resources although all machines on
a network must have unique computer names. Since both machines are XP
Home, start by running the Network Setup Wizard. Have both machines
turned on and connected to the router when you do this and follow the
Wizard's instructions. You will be asked whether to enable file and
printer sharing; naturally you will say "yes". Then reboot the
machines, share out desired resources, and that should do it. Make sure
you don't have a third-party firewall installed. If you do, then go to
the Windows Firewall applet in Control Panel and turn the WF off. Then
configure your third-party firewall to allow lan traffic as trusted.
