adding language characters

I'm trying to add chinese to some systems that need access to those
characters. I go into internet options | languages and try to add it. It
seems to accept it but when the user tries to go to the web page in question
there is no prompt to load the windows 2000 disk. Then the characters do
not show up properly. The user has full administrator privledges on their
machine. It is Windows 2000 Professional.
 
Start > Settings > Control panel > Regional Options
under Language settings for the system
Check mark on chinese which you need(Traditional or Symplify or both)
also If you need Chinses input method
go Input Locales tab
and add input language.

also if you still have problem after this,
check encoding on each web site which you see and code set.
