adding couple blank record rows to a report

I have a report that works beautifully.

It breaksdown inmate discipline by category. But since we typically only
update the database once per week on average, is there a way for me to print
3-4 empty record rows at the bottom of grouped data (to leave couple
preformatted lines in each group so staff can manually write new records on
the sheet between database updates)??

TIA,

Simplest solution would be to add a Group Footer to your report.

Make it tall, and put some lines in.
