Adding Attachments v2002 and v2003

When I add attachments to emails, it seems to randomly
decide whether to add the attachment in the body of the
message or to add it into the "Attachment" field. How can
I always make it go into the "Attachment" field?
 
Make sure you are using the HTML or Plain Text format. When composing you
can change the format by using the Format menu
