Adding a webpage to a marquee

can I have a webpage scrolling in a marquee

I know you can have a picture scroll but I want another page to scroll on my page

Not possible, however you can link to a page. Also the marquee is a IE only
tag, so user of other browser will not see moving items only fixed items.
