Add To Archive Missing

I have run into a strange issue on one system running Windows XP Pro with all
of the latest SP and security updates. While in Windows Explorer, when I
select a file and either select the File menu or right click for shortcut
menu, there is no Add To Archive present.

I have worked on numerous computers with Windows XP Pro and they all have
this menu item, so no idea why this one computer does not. Does anyone know
how I can get this item added to the menus?

I don't believe that's a standard XP Pro function. 3rd party software?
