Add/Remove Windows Components Errors after XP Upgrade from 2000 to

Whenever I try to access the Add/Remove Windows Components Wizard I get the
following error "The program could not start, because your user account does
not have permission to modify the system registry". I am logged into the
workstation as a local administrator and have checked event viewer with no
logged events. Does anyone have any solutions?
 
Is your workstation a member of a domain? If so, you may be experiencing a
Group Policy restriction. To circumvent this issue, you'll need to either
login as a member of the domain (or higher) admins group, or add the local
administrator account to one of these groups.

If your workstation is not a member of a domain, then you need to check the
local security policy on the workstation.
