add remove programs

Cannot open add/remove programs in WIN2000. Tried
registering mshtml, shdocvw and shell32 (dll). That did
not work. There is no error message when I attempt to
open.
 
1. all programs or just 1? If just 1 then there is no
uninstaller left.

2. If all, then verify that you have administrative rights
and are logged on correctly. Example - you have admin
rights when logged on locally but not when you are logged
onto the domain or vice versa. The user you log on as must
be a member of the administrators group.

3. Look at the local and domain security policy.

I cannot access the add/remove programs in control panel
at all. I have administrator rights when logged on i.e.
am part of the administrators group. This problem has
only occurred recently.
 
Did you find a fix for that problem? The same problem just happened on
a Windows 2000 server of a customer. At the same time, NTBackup, Add
Remove Programs, Network Connections and Internet Explorer stopped
opening.
