Add/Remove Program Missing?

When I double click on the Add/Remove Program I get the
following text res://sp3res.dll/default.htm. The program
stops there?? Any input appreciated.

Hi RJL,

The problem may be caused by the registry values added by some spyware. This
problem has been resolved by installing the latest Ad-Aware from the
following websites and then running this program to remove all spyware.

http://lavasoft.element5.com/support/download/

The software referenced is not Microsoft Software and we cannot gurantee its
