add/remove program files

I have two questions: One, add/remove program file "PAD lookups by 180 Search Assistant" will not remove. I must log on to the internet. I did that, and it still will not come off. Also, I have a program file that only shows up on Windows Explorer; and when I try to delete it, it says there is a sharing violation. (WebInstall.exe) I cannot delete it. Any suggestions
