Add form into main form by clicking

I am using Access 2003.
I made a letter in form(this will be main form) and I also made many other
forms of regulations.
Then, I made click button in main form. When user click this, it pops up
option group control combo box listing titles of regulations.
What I have tried to do from here is: When user click one of checkbox(option
buttons)s and click attach button next to it, it will attach regulation
belong to that title into last part of main form and it will keep doing that
until user finishes what they want to attach in main form.
Can anyone help me?

Why not just use a listbox and user uses ctl or shift key and mouse to
select items, group of items.
 
Thanks. I know that.
But, it's just because I am assuming user(s) doesn't know anything about
Access at all.
So, I am trying to make databse that user can work done just by clicking or
as my director asked me.
Any idea?
 
Could use a continuous form which lists your regs with check boxes on the
form for each item to select, add. Once user selects all items they click
ok and all are added. Would require a many to many relationship table.
Best idea I have.
