add custom voting buttons to default list in Outlook 2003

I am a member of a committee that sends out messages to vote on (same voting
choices) quite often. Currently, I have to retype the our voting buttons on
every new email. Is there a way to modify the default list to include my
voting button selections?
 
Did you try saving the form as a template or publishing it as a custom form?

Tools->Forms->Design a form. Design a form that included your required
voting items and save it. Then, when you need to use it, use
tools->forms->choose form and call up your form.
