add contextual url link in "additional actions" submenu ?

If I could easily do the following, I bet alot of folks here at work
would thank me and be very happy.

What I'd like to do is make so the context menu that appears on a
user's email address will allow (through "additional actions" ?)
transversal into the user's info page on the employee info web site.

Here's more details:

We already have a local web site in which we can specify the name of an
employee, and a useful page comes up showing the person's name,
picture, phone number, and organizational hierarchy within the company.

We also have a large global address book in outlook and we are using
exchange servers.

When I am viewing an email from another employee, if I float the mouse
over the user's email address on the email window, a little icon
appears. If I then float the mouse over that icon, a dropdown
indicator appears. Clicking on that produces a menu containing,
amongst other things, these items:

call
send mail
additional actions

"additional actions" currently says "no additional actions found".

What would be so cool is if this additional actions choice would
include

"show user's info"

which when clicked would go right into the browser to the web page
showing the user's info.

I know how to program the web so that if you could just tell me how to
make this "additional actions" do the URL lookup, I can make the rest
work.

How do I put the URL in that "additional actions" list ?

How can I add a URL to the "additional actions" menu so that when user
chooses that item in menu, the URL is merely opened in the browser ?
