Add a button to a tool bar

I am using Windows vista. In the folder view on XP, I use to be able to add a
button to the toolbar ie Copy, paste, cut.
Can I do that in Vista and how

No, the Command Bar in the Vista version of Windows Explorer is,
unfortunately not configurable. You can press the ALT key to see the old
style menu bar, use keyboard shortcuts such as CTRL+C or CTRL+V, or use the
right click menu.
