AD across subnets

Recently deployed an additional 2000 DC which was then moved to a different
site. The second site is across a VPN tunnel. I can browse to the other
site without problems. I can open DNS on the remote DC. I cannot connect
to the other DC through ADUC. I have the DC in a separate site with correct
subnet assigned, the sitelink is assigned, the DC is a catalog server. DNS
is configured and tested correctly. I am at a loss why I can't seem to
synchronise ADUC. Appreciate any help.

Not being able to acces the ADUC is usually related to a
DNS failure.
If we point to the other DC for DNS and run:
net stop netlogon
ipconfig /flushdns
ipconfig /registerdns
net start netlogon

Does ADUC work now?
Does it return an error?
