ActiveX Controls and Security Settings

I am running Windows ME with IE 6.0 SP1. I have been
getting the "ActiveX control on this page is not safe..."
warning message a lot lately. I fumbled around Microsoft's
website and found that I should set my security settings
in IE to the defaults and try that. One problem, when I go
to the Security tab in Internet Options is it set to
Custom Level and I all of the buttons are grayed out. This
makes it fairly impossible to set anything to the default
levels since I can't do anything on this tab. What should
I do?

Maybe I'm not looking hard enough, but I can't find
anything about this problem on the first site.
Additionally, the second site doesn't even work!

Other ideas?
