ActiveX control settings

I have a major problem. i am unable to do any updates do to the pop saying my activeX control settings are set to high. i have set them on low but it continues to reappear. I have tried just about everything. I can not even download anything that needs a certificate verification. If someone could tell me how to uninstall and reinstall activex controls i would be eternaly greatful.. thanks Ryan
